Citrus Alert: Don't Drop Those Lemons & Limes Into Your Iced Tea!

I bought a ticket to travel from Washington Dulles to Paris on Air France. The ticket round trip for an adult is about 800$. I had to call the airlines to get a ticket for my infant daughter who will be traveling on my lap (she is 6 month old). The ticket is $300!!!!
I travelled with United Airlines and all I had to pay were the taxes for about $100. The website of Air France says that they are giving 90% off for infant but this is a LIE. $ 300 is not 10% of $800...

Contacts with Air France have lead nowhere. I can't cancel the ticket and I can't leave my daughter behind...

Where can I take this case (is there a body that regulates what airlines can or cannot do and how their advertisement measures with what they actually do?)
Any suggestions will help.
